Question 650 Exhaust Rattle

I have a 2004 V Star 650. I've had this rattle on my exhaust and I finally tried to fix it. However the heat shield (I think) seems to to be welded to the main exhaust pipe so I'm unable to get to the screws to tighten them up. Has anyone had this experience before and were able to fix it? The model # on the exhaust says "YAMAHA 4VR-F"

Here's a video of what's rattling and also what I'm able to get to: https://streamable.com/p11gz
