choke operation?

hello,
I have a question about the choke operation on a 2004 vstar 650. It seems to be held open by springs, pull out for closed and you have to hold it on. if you let go it opens back up. Two other 650's both have chokes that pull on with clicks and stay there until you push it back in.
Is this spring action normal for some years? or is this a modification?
ps, the springs are on the choke/enrichment shaft, not on the cable.

on my 2000 650 there are four positions ( notches ) but it will hold in between the notches also. it also gets stiff if i don't keep it oiled.

Figured it. Ball and detents are on the knob end of the cable and just needed a little tlc, holds fine now!
