Rubber Flap on cylider fin?

What is the removeable rubber flap on the right rear side of the rear cylinder? It attaches to the top cooling fin right under the chrome cylinder cap about two inches above the rear AIS tube.

It has foil on one side on mine so I believe its a sort of heat shield for the electronics.
