re-jet problem, two different CO readings from each pipe

I've had a few issues after re-jetting. I decided to order a Gunson Exhaust Gas tester from England. My rear pipe is putting out around 4.1% and the front one is putting out about 1.9%

That gives me an air/fuel ratio of about 13.8 on the front and 12.9 on the rear.

I'm thinking maybe one of the jet needle tubes came a little loose. Or maybe when I reset the PMS screws back to zero, the one for the rear carb isn't going in all the way.

Well, something bizarre just happened that probably fixed it!

As you all know, the JIS screws are shit and basically have to be replaced. I used the carb screw replacement kit. I did not use any of the three extra washers. The three extra washers were described as being something you might need but not necessarily.

I decided to open the jet needle/diaphragm side of the rear carb and inspect that everything was still I remember it being. When I started unscrewing the first socket screw, which happened to be the bottom right, the plunger for the choke visibly closed more and the choke cable got tighter!

The damn screw was blocking the choke plunger from closing all the way.
