adjusting headlight 2014 tourer?

I need to crank it up a little. The manual shows a picture of the blinker cover removed and sort of shows an adjustment hole under the light then says "see your Yamaha dealer" I took it off and looked but can't seem to find a mechanism. There are access holes at 3 and 9 o'clock on the housing when facing the headlight. The 3 o'clock looks like a special tool might be needed.
Can someone guide me to "the hot spot"? Lol

Its a 1300. There is a Phillips head at 9 o'clock inside the housing but it didn't seem to want to move.
I put pretty good torque on it....was afraid to do more. I have a propensity to break things I don't understand...lol!
