Vstar 1100 cold start issue...

I just bought a 2006 V Star 1100 Silverado. It only has 5500 miles on it. It is a great bike but when I first start it up it fires immediately but backfires and sputters for a minute especially in the front cylinder. If I even touch the choke it would flood. After it warms up for just a minute it runs perfect. Any ideas on what might be causing this? The previous owner had Vance and Hines pipes put on and the carbs jetted for them at a local bike shop.

Could be lots of things. I'd lean towards finding out exactly what jets they put in.... and cleaning the pilot jets.
