2003 V Star 1100 bangs in rear over bumps

Seems to reach the bottom over bumps even when I’m solo. On the under side is a 3 hole arm that looks like an adjustment for this? Anybody know?

The three hole arm is a lowering link. I have them on my bike and can only do the 1 inch drop or I bottom out when riding two up. Does it look like this:



If so, here are the install directions.
