Maybe I'm getting frustrated, or just feeling in over my head, but I am considering buying a new tank or just taking it to the shop, but important question for this decision.
Does anyone know if the throttle position sensor or carb heaters need to be hooked up for the bike to try to start? Or could it be that the 10 amps from charger isn't enough to power the starter or solenoid?
On the bright side it seems that all the lights and switches work except the right turn signal switch. I think it just needs to be cleaned out.

breath...you got time. You can do this. Walmart has vinegar very cheap. Skip the tank liner. Les did and has had no problems. What do you got to lose?

How Rusty is it in there? If you can't get the cap off, the release mechanism might be seized. When you turn the key in the cap, 2 prongs pull in so you can lift the cap off. Those could be seized. If so...just wait and see if the vinegar soaking in it will free it up. If that fails, maybe you can spray some rust penetrant down the keyhole?

As for trouble starting, Is it at least clicking when you press the starter?

Look. Pretty sure 10amps is not even close to enough to even make it think about starting. Wait for the battery to charge or try boosting it.

The tank is now almost filled with vinegar I got another 2 liters this morning, but I am hearing alot of rust flakes rattle around when I slosh the tank. I don't know how to check for weak spots in the metal.
I ordered a new battery, the old one was beyond dead sitting drained for 10 years or so. The is rated for 220 cca I think but I was looking at the 12amp hours. I'm kinda at the point of waiting for everything to come in or work, the only thing I can do is run to town and get the key made but I will do that before my date tomorrow.

another option to get the gas cap off

its not hard to pick a lock, my son got into it when he was a teenager

During the Manahatten project in Los Alamos, Dr Richard Feynman got to be a good amateur locksmith, because they were in the middle of nowhere, people kept losing the combinations to their safes,
and he had too much free time on his hands....

interesting thing about the locking gas caps, they did that so you would not leave your gas cap on the gas pump, because you need the key to start your bike
but somehow people still manage to lose Vstar gas caps, with the key in it...

We have the key to the cap it's just not working yet, we must all pay the goddess of time her price when she demands it.

The key turns to the dot between the arrows. The whole cap will turn maybe 1/8 of a rotation, Hits a metallic stop, with or without the key but I don't feel anything engage or disengage with the key. Nothing is letting go with the amount of force I am comfortable applying.

Looks Like it is as one of y'all had said, I need to let everything sit, the ears are probably corroded to the point that they are stuck.

So the killer of all projects looms overhead a delay in funding. So I think I am going to try and take the tank and maybe the carbs to the closest shop and see if they can do it for a set price, or at least see what they can get done
