Diagnosing a problem like yours can be difficult without some background, that's why i asked all those questions. My first thought, you have gotten some debris in your carbs restricting one of the jets. Debris can slowly accumulate and then get bad enough to really notice. That's why I asked if there was any signs of rust in tank. It doesn't take much rust in tank to create issues in the carbs, the fuel filter doesn't catch it all. Are you confident that the previous owner "cleaned" the carbs properly. How do the plugs look, are they super white (lean condition), all black (rich condition), or slightly tan (good condition)? Have you checked for vacuum leaks between carbs and engine? Why are you replacing fuel pump? Did you do the simple test of removing fuel line between pump and carbs, place the end in a container and turn key on? Did it pump fuel? Your bike will run without the pump if you have at least 1/2 tank of fuel. On the Vstar, the bottom of tank is below the carbs, pump is used to pump fuel up a little to carbs.
