It's an O-ring chain. Anything chemical you may do to remove rust could damage it or reduce it's life. If the chain is still good otherwise, the majority of the rust will come off with just your standard chain maintenance with some emphasis on the cleaning portion that I know everyone does diligently on chained bikes.

If you go with replacement, be sure to inspect the sprockets. When I had chains I always changed the sprockets but YMMV. Sprocket wear can be deceiving. Old sprockets will destroy a new chain in short order.
