Traded my 2013 Victory Vision for a 2018 SVTC last week. With 60 miles on the bike it started leaking motor oil. The next day returned to dealer. Waited and waited while the tech trouble shot and ordered seal. I took off to put on the 600 miles and get the oil changed and the leak fixed. Two days later I was back for my service and to get the oil leak fixed. I got the service done but still were still waiting for the seal or O ring. The leak is coming from the bottom of the push rod cover or tube. I will follow up.

that was a common failure on air cooled VW engines - the pushrod tubes had accordion bellows on the ends, and you had to pry them apart so they would crush/seal when you put them in.

if someone pulled a head off, and didnt expand the alum bellows then it would almost always leak - could have been the same thing at the factory, someone pulled the head back off for some reason and did not attend to the re-sealing....
