gas cap only locks on one side?

I recently purchased an 03' 1100 silverado and notice that the gas cap only locks down on one side, meaning that the other side can be lifted slightly. Is this normal? There appears to be just one locking mechanism in the cap and in the area where the other locking mechanism would be, there is nothing. The cap stays on, and does not seem to vibrate, so I am a bit perplexed.
I need a new/used gas cap. thoughts?
