So... I may be screwed here and may have to sell my bike to someone outside CA.

I purchased an '02 VStar 1100 from a guy in TX with 4500 miles on it in March of 2013. I took it in to get inspected and registered at the local DMV here in CA where they took my payment, issued me a plate and registration paperwork and off I went with a big smile on my face. Fast forward to this April and I notice that my tags expire this month and have not received the renewal in the mail. Called DMV and they say have to take the bike in for an inspection again...weird, but OK.

I take the bike in again and they tell me the inspector last year entered all 9's for the engine code so my plate and registration has been invalid since May of last year. Glad I have not been pulled over! Turns out the engine code comes up as non-CA compliant. The bike now has 6800 miles on it and I asked the person at the desk if I just needed to hit that magic number of 7500 miles before trying to register again. Answer...NO, because it had less than 7500 when it entered the state and now that VIN has been black-listed in CA. So if I had set it up in the garage last year and rolled the wheel till i got 7500 before my initial inspection I would have been ok. I asked to escalate to the next level and if there is just something i can add to the motor to make it compliant and remove the black-listing. I was told that someone would contact me in a few days to discuss options...that was 5 days ago.

Anyone else been thru this and have any advise??? And before you blast me... yes, this is kinda my fault for not fully researching beforehand. :D

Well my emissions training is in automotive but I assume its the same thing for bikes. What you need to do is go to a referee. They are basically the judge for California emissions. They can decide if a vehicle can be considered emissions legal. They give wavers for special fuel vehicles, customs, out of state and special interest vehicles. Usually today most vehicles are the same no matter what state but there is an extra cost to the manufacturer to get the CARB certified sticker so often they dont. Don't wait on the people at the DMV they will never get to you. Honestly they don't care. Go to the DMV web site and follow the links regarding out of state registration and emissions and you should be able to find the contact you need. Stay on it because the longer you wait the more it will cost. Also consider the cost of selling the bike and buying a California one. There is no guarantee that even if everything is the same they will approve the vehicle. You may also face additional registration fees and back fees. So you may want to decide how attached you are to this bike. Best of luck and keep us updated. I'll see if I can get any more information at school.

Couldn't you just buy a set of stock mufflers with the catalytic converters in them? As long as you still have the AIS on your bike you should be able to do a straight swap... any set from '06 on will do. Or is there something else that is the problem... This is a subject that I didn't even know was an issue :confused:

Thanks for the replies guys. I am not sure what the bike is missing...if anything other than Yama paying the CARB fee.

I am fairly attached to the bike but more attached to riding so will sell out of state if i have to. Maybe i use the opportunity to upgrade to a 1700. :p

I will check on the ref thing and cross my fingers!

See now you are making the mistake of using logic. Remember this is bureaucracy. They dont care weather it works or not, only that is has the sticker in the right place. He had documentation from Ford stating that the 50 state legal had the same parts as the California emissions model but they wouldn't allow it in the state.

Wait...are you trying to say the state doesn't care about me?! :eek:
I am a tax paying citizen of this state and pay their salary! I thought they would be bending over backwards to take care of me in return!

CARB......we deal with them related to trucks. The acronym begins with California......Ya got nice weather but everything else sucks.

What the hell is wrong with California?!? Enough is enough already! They are causing a bunch of unnecessary headaches for the rest of the nation!!! I'm sick of the California this and California that crap. Someone needs to tell the lawmakers to get their craniums out if their rectums. Jeez!

Ps. no inspections in SC.
Better yet, stay and make a difference, start demanding your freedoms and rights back and vote accordingly. After all, you pay their salaries and they work for you.

Nah...staying put. The good certainly outweighs the bad. I travel all over the country for work and still love it here even tho we make some dumb decisions as a state. It makes us special. :D

I'll give you that much, been there once by plane, not bike, it is nice and some nice roads.

Especially here in San Diego County... Year long riding and got beach cruising and then all kinds of back roads in the foothills, mountains, and desert. Add in the mountains and back country up in the Sierra's and there's plenty more room for all my other activities. We certainly do pay for all of this with some BS...

!!!!!!!!!!! :eek::eek::eek::eek: Received a call back from the DMV. I must say that I am shocked! They admitted that the oversight last year by their inspector was their fault so they are making an exception on the bike and allowing it to be registered in CA with the low mileage. The VIN is no longer black-listed and i should be able to log on to DMV website by end of today or Monday to renew the registration. The state actually did something that made sense! 1 CA issue down....millions to go!!! ;)

Really hard to argue with that ! My GF family has a beach house in San Clemente, we usually fly to LAX and take the train.....but in July we'll be taking the bike and PCH the length of California. Less beach time, but way better than going through airports and sitting on a plane. When I'm sitting in a hot tub looking at the ocean and I know it's snowing at home, I think, "it's not so bad here in California!"

Make sure to visit the rock store in Malibu canyon of Kanan road while your cruising PCH. Its worth the side trip.
