I put the same risers on my Road Star a couple of years ago. I don't think you'll need the kit. I re-routed all the cables and only the brake cable was close to needing an extension but it fit with about 1/4 inch to spare after taking off the cable holder from the forks. Buy the risers first and try them out. If you have to it's very quick to put the old risers back on and order the cables you need. Remember it's a 4 inch riser but there is already a rise from your current risers so it is only the difference between the two you have to look at. For me, my stock risers were 2 inches so I was only raising the bars another 2 inches. Oh, and an inch and a half pullback but you can adjust where the bars sit so it still doesn't make much difference. I think 2 inches is probably the max you can go wiithout changing the cables.

@Digger is correct about rerouting the cables. I had this set of riser which were 3.5" rise and 1.5" pull back.

The brake hose was a little tight, but worked. To gain extra length you can take cables and hose, reroute to back side of triple tree. This will give you extra room, I didn't need to with mine.
