2005 royal star venture midnight. I am having trouble with the low beam and the passing lights not working. High beam woks just fine. And blinkers work as well. I have checked all the fuses even the one behind the front cowl. Any help would be appreciated.

Is your low beam burnt out? Also, check the ground in the passing light bucket, they can get loose or broken, as can the internal switch.

Not to undermine the situation, but have you double checked that the switch on the side of the housing is in the on position

If OEM passing light, switch will be on left housing, while sitting on bike, at about the 5 o'clock position.

Mine would often get accidentally turned off when cleaning bike.

Hope this helps.

At this point I'd say pull the headlamp out and look in the bucket. Your passing lamps will connect in there as well. See if anything obvious stands out. Not sure about your year/model bike. Some (like my '08 Road Star) have a dedicated harness for the passing lamps. Others would tap into the wires for the headlamp itself. If you get in there maybe a picture would help if you have questions.

If this was intended for me I should have been more clear. Your opening post had year and model (thank you, this is often overlooked). But I don't know the bike well enough to know if there is a dedicated passing lamp circuit. That's why I mentioned some of the different possibilities the Road Star used over the years of production. If you don't get any other responses soon, my best suggestion is pulling the headlamp. I presume it's similar to my Road Star. Two screws at the 4 and 8 o'clock position if your facing it. Pull out gently at the bottom and raise the trim ring and lamp upward to un-clip from the top of the bucket. Then unplug the connector from the headlamp (standard H4 3 prong plug) and lay it on a towel or something soft. Then look for loose or burnt connections in the wiring inside the headlamp bucket.

Not sure about the Royal's but many of the switches on the Roadstars corroded over the years.
Most just bypassed the switches at that point.

On the Roadstars and others, there is a fuse inside the bucket for the passing lamps.
This also fails over the years as vibrations of the fuse heat up the tubular holder and fails.
The best solution is to replace the fuse holder with an aftermarket blade type holder like this:

Also vibrations can cause wiring to chaff and wear the insulation where it passes through the mounting bars......check for shorts.

If the lamps were setup from the factory or by the instructions they will not light up on high beam.
That's a legal thing for most states.
