I would think its more that the air is colder
and the engine does not get as hot.

Cool air is more dense.. usually lower humidity.. the fuel is also more dense. All of this equates to more power. More air more fuel is more power.

it also helps when the cold wind hits your face
if feels like you are going a lot faster

Cold air is denser as well as will support a richer mixture when say tuning on race night. Same reason why turbo cars run intercoolers.
