Oil on spark plugs 06 1100 custom

Well had a cylinder not heating up and bike won't run without choke. I figured dead plug. Went to change it found Oil on spark plug of forward cylinder, 06 1100 custom.

Still can't get the bike to run without choke and plug already is covered again. I'm new to bikes... is this tube seals like in car engines or something else? Anyone have a reference for the work I need to do please? And where to go for parts (online source local yamaha dealer is garbage)
