If you are referring to the Black hose on the front left of the V-Star 950 near the toe shifter, it is the Fuel tank breather hose.

There is a black rubber hose that runs from the air breather. It is a receptacle to catch any oil that is sucked into the filter case. Periodically remove the plug and drain the oil. It is a handy device if the air filter is dirty.
