How are you measuring? Is 21" the outside diameter? Or the rim diameter? Most bike tires have an inch size rim size, and a metric width and height ratio.
All tires have the size molded into the sidewall. I can also explain the math on what the manufacturer size means. But you will need to give more info, and really you can just look at the tire yourself.

Pirelli MT66 Route is the rear tire I choose to replace the 20-year-old original tire that came with the my XVS650 Classic. After 21.500 km, about 13500 miles, the original Bridgestone still sport 3 mm at the center of the thread, which I find amazing. But it is too old to be used further.

Wondering if anyone has experimented with installing speakers on their V Star handlebars?
I'm seeing a couple different "water resistant" speaker options available out there and wondering if its worth the effort, or if an in-helmet headset might be the better way to go?
